Number of deposits considered by SCMR

State Commission of Ukraine on Mineral Resources employs skilled professionals that have an experience in the field of subsoil use and economic-geological evaluation of mineral deposits. In addition to this, State Commission engages highly-qualified specialists in exploration, mining and mineral processing, ecology and economics of mineral raw materials in order to carry out state expert appraisal on a contractual basis.

The structure of SCMR within two departments involves more than 200 experts in the work.

 

 

The main objective of economic-geological evaluation is to identify attractive for investment objects for further geological exploration and establishing their commercial value and economic efficiency of operation.

In order to implement the scientific-methodological and expert activity, SCMR develops and implements regulatory and methodological framework for economic-geological evaluation of mineral deposits, taking into account current practices and international standards for mineral resources evaluation.

Since 2016, at the request of subsoil users, SCMR conducts verification, analysis and audit of materials on economic-geological evaluation of subsoil resources, performed according to the CRIRSCO Family Classification for solid minerals, SPE (PRMS) hydrocarbon resources management for oil and gas reserves, IAEA Red Book Classification for uranium ore reserves, as well as the UNFC-2009 for all mineral resources.

Owing to the work of State Commission of Ukraine on Mineral Resources, United Nations official Report of the UN ECE Ad Hoc Group of Experts noticed that Ukraine is the first among the European Community countries to implement United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources 2009 at the state level.

Scientific and technical activity of SCMR is aimed to harmonize the Classification of Mineral Reserves and Resources the State Subsoil Fund of Ukraine with the classification schemes of world’s leading organizations such as CRIRSCO (Committee for Mineral Reserves International Reporting Standards) and SPE (Society of Petroleum Engineers) in order to create conditions for the comparison of mineral reserves, calculated according to different systems.

 

According to the Resolution of the Cabinet of Ministers of Ukraine on Approval of the Regulations on State Commission of Ukraine on Mineral Resources No. 1689 dated 10 November 2000, primary objectives of the State Commission of Ukraine on Mineral Resources are:

  • to set conditions for mineral raw materials for the calculation of mineral reserves in the subsoil;
  • to make decisions on the quantity, quality and degree of knowledge for explored mineral deposits and their readiness for commercial development. 

In accordance with the assigned objectives, the State Commission of Ukraine on Mineral Resources:

  • conducts state expertise of technical and economic calculations that justify conditions for mineral raw materials, verifies compliance of submitted drafts of conditions with the requirements of the most complete, cost-efficient and integrated use of mineral reserves, sets conditions for mineral raw materials for the calculation of mineral reserves of each deposit;
  • sets recovery factors for oil, gas and condensate based on the conclusions of expertise, research and analysis of geological materials submitted by subsoil users considering their technological and feasibility study;
  • approves conditions for the calculation of mineral reserves with medicinal properties based on balneological conclusions and expertise conclusions of geological and feasibility studies’ materials;
  • conducts expertise of geological information on mineral reserves calculation and approves their volumes determining their quantity, quality, commercial significance, degree of geological and feasibility study and readiness for commercial development following the Classification of Mineral Reserves and Resources of the State Subsoil Fund;
  • verifies feasibility studies on the distribution of previously explored mineral reserves between areas transferred for use and approves mineral reserves at such sites;
  • issues recommendations on establishment of quotas for mineral extraction; ensuring the most complete extraction of mineral raw materials; ensuring the production of approved mineral raw material reserves within deposits and areas connected hydrodynamically or otherwise; ensuring economically or technologically justified production proportions of mineral types and varieties; prevention of negative social and environmental consequences of intensive mining;
  • organizes state expertise of geological information on mineral properties of subsoil areas explored for the construction and operation of underground structures not related to mining; sets conditions for the assessment of their quality indicators and provides conclusions on  the possibility of use according to the determined directions;
  • participates in complex state expertise of projects for commercial deposit development, reconstruction of existing mining and processing complexes and their liquidation; verifies the justification, effectiveness and quality of project decisions of mining companies on the completeness of use of explored mineral reserves;
  • prepares conclusions on expediency of designing, developing and mounting deposits based on preliminary estimated mineral reserves and putting them under experimental and commercial development;
  • determines the belonging of oil and gas fields to the group of non-commercial and depleted deposits;
  • conducts a preliminary review of prospecting and exploration materials on mineral deposits at any stage of their study in order to provide methodical assistance to executors; determines the degree of confidence of identified mineral reserves, commercial significance of deposits, the expediency of further geological exploration works;
  • re-evaluates mineral reserves that have changed during additional geological exploration works, deposit operation, establishment of new conditions or for other reasons; prepares conclusions on the expediency of writing off mineral reserves from the state balance, their qualitative and quantitative re-evaluation;
  • based on submitted materials that contain geological and economic assessment of mineral reserves, it determines the quality and reliability of performed geological exploration works, studies on the qualitative and quantitative indicators of mineral raw materials, hydrogeological, engineering-geological, technological, environmental and other special studies; prepares conclusions on the degree of Terms of Reference fulfillment for the exploration of mineral reserves, as well as recommendations on the elimination of deficiencies, including additional exploration works;
  • analyzes and summarizes the results of expertise of the geological and economic assessment of various mineral raw materials and, based on them, provides recommendations on: improvement of quality and reliability of geological exploration works and time reduction for the exploration of mineral deposits; geological exploration works for further exploration and operation data comparison resulting in the establishment of adjustment coefficients for calculation parameters and quantities of explored reserves; preparation of thematic plans for research works on improvement of geological exploration methods and techniques, calculation of mineral reserves, completion of technological and analytical studies of mineral raw materials, study of mining-geological, hydrogeological and environmental conditions of the development of mineral deposits, conduction of geological and economic assessment of their commercial significance;
  • develops and submits for approval the Classification of Mineral Reserves and Resources of the State Subsoil Fund according to the established procedure;
  • develops, duly approves and submits for the state registration the regulatory legal acts that regulate the application of the Classification of Mineral Reserves and Resources of the State Subsoil Fund to individual deposits or groups of related minerals, and other regulatory legal acts that determine content, form and submission procedure for state expertise of materials with geological and economic assessment of mineral reserves; determines the procedure for the development of conditions for mineral raw materials; 
  • analyses the State Subsoil Fund of Mineral Deposits and its inventory;
  • approves regulations in regard to geological exploration stages, methods of mineral reserves exploration and calculation, methods of justification and calculation of conditions for mineral raw materials;
  • prepares materials from industry commissions for consideration by the Interagency Commission on Affairs of Mineral Deposit Discoverers, and submits its conclusions and proposals for approval as established by law; 
  • collects and analytically summarizes materials on mineral economics and geological and economic assessment of mineral deposits, conditions for mineral raw materials on the domestic and global market;
  • maintains scientific and technical cooperation with the relevant authorities in other countries in matters within the competence of Commission;
  • provides a unified scientific and technical policy for geological and economic assessment, state record and completeness of use of mineral reserves and other useful properties of the subsoil;
  • performs other functions arising from assigned objectives.

 

About State Commission of Ukraine on Mineral Resources

 

State Commission of Ukraine on Mineral Resources (SCMR) was founded in April 1992.

It conducts Sate Expert Appraisal of economic-geological evaluation of mineral resources, summarizes the practice of legislation use on the questions of its competence and develops proposals for its improvement.

The main tasks of State Commission of Ukraine on Mineral Resources are to set the conditions on mineral raw materials for further mineral reserves calculation and also to make decisions on the quantity, quality and degree of study of explored mineral deposits and state of their preparedness to commercial development.

State Commission engages highly-qualified specialists in exploration, mining and mineral processing, ecology and economics of mineral raw materials in order to carry out state expert appraisal on a contractual basis.

The targets of state expert appraisal and mineral resources evaluation are:

  • objective evaluation of mineral raw material base of the country on the grounds of common scientific and methodological criteria;
  • ensure the accuracy of estimated mineral reserves and compliance of their quality indexes with planned usage;
  • creation of conditions for the most complete, cost-efficient and integrated use of mineral resources in compliance with the requirements for subsoil and environmental protection;
  • comparative evaluation of quantitative and qualitative indexes of mineral resources, their geographic, economic, mining-and-geological, hydrogeological and other conditions of occurrence to determine the actual industrial cost.

According to the targets, main tasks of state expert appraisal and mineral resources evaluation are:

  • evaluation of the reliability of mineral resources and available components on the basis of research and analysis of geological study of the subsoil concerning the regularities of mineral resources formation and allocation, their material composition and technological properties, geological, hydrogeological and other conditions of occurrence;
  • setting the conditions on mineral raw material for reserves calculation, taking into account rational use of total mineral resources and available mineral components;
  • determination of the quantity and quality of mineral resources and components, the degree of their study and readiness to industrial development;
  • evaluation of commercial value of mineral resources and components subject to their most complete, cost-efficient and complex extraction and use on the basis of modern industrial technologies.

As a scientific-methodological center, State Commission of Ukraine on Mineral Resources provides a unified scientific and technical policy for economic-geological evaluation, State Register and complete use of mineral resources. SCMR develops, approves and submits to the State Registration the legal documents, which regulate the performance of geological exploration activities for further examination of quality and quantity indexes of subsoil minerals, hydrogeological, engineering-geological conditions of occurrence and technological properties, as also it determines ways to establish conditions for mineral reserves calculation and to develop methods for mineral resources monitoring in Ukraine.

Chairman of the State Commission of Ukraine on Mineral Resources


SERGII PAIUK, was born in 1976 in Ivano-Frankivsk, Ukraine. In 1998, Sergii Paiuk graduated from Ivano-Frankivsk National Technical University of Oil and Gas with a Master’s degree in Oil and Gas Geology. 

In 1998-2003, he worked as an operator-researcher of the 4th category and a geologist of the cycling process plant at the Solokhiv gas field in Kotelva, Poltava region (enterprise “Poltavagasvydobuvannya”). From 2003 to 2005, he worked as a leading geologist at the Department of Geology and Deposit Development at “Ukrgasvydobuvannya” (National Joint Stock Company “Naftogaz of Ukraine”). In 2005-2011, Sergii Paiuk headed the Department of Projecting, Analysis of Development of Gas Fields and Resources at “Ukrgasvydobuvannya” (National Joint Stock Company “Naftogaz of Ukraine”). In 2011, he was appointed as the Head of the Department of Geology and Deposit Development at “Ukrgasvydobuvannya” (National Joint Stock Company “Naftogaz of Ukraine”). From 2013 to 2020, Sergii Paiuk headed the Department of Geology at “Ukrgasvydobuvannya”. In 2020-2022, he worked as the First Deputy Chairman of the Board of the Private Joint-Stock Company “National Joint-Stock Company “Nadra Ukrayny”.

He has completed an internship in the United States under the SABIT program. Also he graduated from the Kyiv School of Economics with a Master’s degree in Business Administration. Sergii Paiuk holds the title of “Honorary Subsoil Explorer”.

 

 

Deputy Chairman of the State Commission of Ukraine on Mineral Resources on Oil and Gas

VASYL SOBOL, was born in 1979 in Pryluky, Chernihiv region. In 2001, he graduated from Ivano-Frankivsk National Technical University of Oil and Gas with a Master’s degree in Oil and Gas Production.

In 2001-2020, Vasyl Sobol started as an engineer-technologist of the 3rd category at the research department of the Ukrainian Research Institute of Natural Gas at SC “Ukrgasvydobuvannya” and worked his way up to become a head of the Department of monitoring and planning of geological and technological activities at JSC “Ukrgasvydobuvannya”. In 2009-2015, he worked part-time as a senior lecturer at the Department of Oil, Gas and Condensate Production of the National Technical University “KhPI”.
Author of more than 15 scientific publications and supervisor of more than 30 scientific manuscripts.

 

 

Deputy Chairman of the State Commission of Ukraine on Mineral Resources on Ore, Non-Metallic and Solid Combustible Minerals

STANISLAV LYTVYNIUK, was born in 1982 in Bukovyna, Ukraine. He graduated with honors from Ivan Franko National University of Lviv with a Master’s degree in Geology.

In 2007, Stanislav Lytvyniuk completed postgraduate studies at the Institute of Geology and Geochemistry of Combustible Minerals of the National Academy of Sciences of Ukraine. In 2010, he defended his PhD thesis on “Geochemistry”. Since 2010, he has been working at the State Commission of Ukraine on Mineral Resources. Author of more than 20 scientific papers and instructions of the State Commission of Ukraine on Mineral Resources. Professional activity and scientific interests: geology of ore mineral deposits, classification systems for minerals, methods of geological exploration and geological and economic assessment.

 

 

 

Chief of the Administration for Nonmetallic Minerals, Groundwater and Information Technologies in Geology, State Commission of Ukraine on Mineral Resources

OLEKSII NETSKYI, was born in 1982 in Poltava. In 2005, he graduated from the Geological Faculty of Taras Shevchenko National University of Kyiv.

He worked as a technician in the Groundwater Protection Department of the Institute of Geological Sciences of the NAS of Ukraine, an engineer in the Geological Survey Department of the Ukrainian State Research Design Institute for Civil Agricultural Construction “UkrNDIprotsyvilsilbud”.

Oleksii Netskyi has been awarded with the Medal of V.I. Luchytskyi. Author of more than 50 scientific papers, including more than 5 monographs. Spheres of scientific research: mineral deposit geology, engineering geology, medical geology, economical geology and hydrogeology.

 

 

 

Head of the Department of Combustible and Ore Minerals

VOLODYMYR BALA, was born in 1979 in the village Hrimne, Horodok district, Lviv region. He graduated from the Faculty of Geology of Ivan Franko National University of Lviv (2001) and obtained a specialty of “geologist-ecologist”. In 2002-2004, he studied at the Institute of Postgraduate Education of Ivano-Frankivsk National Technical University of Oil and Gas to obtain a specialty of “mining geophysical engineer”.
In 2001-2003, he worked as a geologist of the Geophysical Party № 59 at the Western Ukrainian Geophysical Exploration Expedition, since 2003, as a geophysicist of the 2nd category in the party № 113 of the Technological Center for Processing and Interpretation of Geological and Geophysical Information, in 2007, as a chief geophysicist of the expedition №1 of LLC “Vikoil LTD”. Volodymyr Bala participated in the implementation of a 2D seismic survey contract (primary processing and quality control of field material) for “Burren Energy” (ENI) in the large dune distribution area in Yemen. In 2009, he worked as a geophysicist in the sector of seismic information processing at CJSC “Concern Nadra”. Since 2009, he has been an employee of the State Commission of Ukraine on Mineral Resources.
In 2021, he completed postgraduate studies at the Institute of Geology of the Taras Shevchenko National University of Kyiv and defended his PhD thesis on “Economic Geology”. Spheres of scientific research: geological and economic assessment of mineral deposits, classification systems of minerals.
Author of more than 20 scientific papers and instructions of the State Commission of Ukraine on Mineral Resources.
